Are Rockauto Ultra Power part numbers hints?

If you get a Rock Auto "Ultra Power" part that has the same part number as another mfger's part, does that tell you the Ultra Power is probably about the same thing?
 
Quite a few lesser-named oil filters have the same part number as Fram filters and they are not the same.
 
I got economy wix filters that were presented with the better black label part #s. They then changed it a week later.
 
No. They do that to make their part show up when people search for the major brand part, and I suspect to a lesser degree, to trick people into buying that part, thinking they're getting a great low price deal on the major brand.. happens all the time on ebay when someone mentions "Toyota" (as just one brand example) and then a part #, when if cornered they'll claim they didn't mean it's a Toyota part, only that it's FOR a Toyota vehicle.
 
You can't trademark a number. Intel ran into this with their 486, which was copied by AMD. Hence, "Pentium."
 
When private label manufacturing, any oil filter maker will use any other oil filter maker/brand numbering system if the customer asks for it.
