Does Caliper Pin Boot Over Bolt Or Sleeve?

I got a reman caliper with bracket today for my 98 Expedition. I always thought the pin boot goes into the groove on the caliper sleeve, but on the reman I got today, the inside of the boot went into the groove on the sleeve, and the outside of the boot went into the groove on the pin itself.
Is it supposed to go in the pin or the sleeve? It seemed to have better range of motion when in the grove of the pin.
 
Seems like it should be both-- one end of the boot fixed to the pin and one fixed to the sleeve.

That's how I ended up doing it...makes the most sense to keep dust and dirt off the pin
