The Radial is a great tire for older trucks and suv's with a 15" rim.
IMO, it's an undesirable tire that people only buy because it's the cheapest thing in a major brand. The ride quality is poor while offering no advantages and pretty terrible wet traction. It's almost as though they deliberately sabotaged the tread channels to punish those who weren't wiling to pay for their more expensive tires because that's a simple design choice with zero manufacturing cost.
There are several other choices for a 15" rim, but most hover around $130 a tire +/- $20. I can understand cheaping out but to me, poor wet traction is a deal breaker. That's poor wet traction relative to other A/T tires, which are on average, worse than street tires. Their ice and hard pack snow traction is sub-par too.
At the same time if it's not a daily driver and the vehicle driver knows to take it slow on wet or icy roads, it is an attractive price, but I would sooner get street tires with a budget that tight.
