In Florida, if the boat is hired out and driven by a licensed captain(charter), everyone can fish under the captains license. Might be something similar in TX.
I have been boarded by a TP&W game warden. He tied up his boat to my boat.
He checked for an individual fishing license for each of us, the boat registration paperwork/stickers and required safety equipment.
(of course he checked the ice chests for game)
Have not heard of a single permit for a non commercial boat …
In Texas anyone recreational fishing any public water (except state parks or private property) must hold a personal fishing license. Only commercial operations (i.e. trawlers with nets) are licensed to the boat.
There are one-day licenses.
