Engine Bogs Down on Acceleration After Warm-up

Evinrude E28ESLCEA outboard starts and runs great when cold yet after running a short time at full throttle and returning to trolling speed or neutral. Then engine bogs down and sputters when trying to accelerate to plane. New gas and priming bulb remains hard. Tried two different gas tanks both with new gas from the beginning with the same result. Cleaned gas screen and there was some debris to remove yet not much. Let the engine cool a bit and it is fine until returning back to trolling speed or neutral. Water coming out of the "[censored]" even at idle looks consistent.
 
Bogging when hot is a sign of running too rich. Check for an air restriction such as plugged filter, intake, choke, or over-fueling like float valve leaking or too high, etc.
 
Have a too lean and a too rich. Wondering if it could be overheating are there any temp safety devices? I have read about a rev limiter for high temp and wondering if this engine has one

Both lean and rich can cause somewhat similar behavior. If an idle jet is clogged, it won't want to idle once the choke comes off; it will want to die out unless you keep giving it throttle. A rich idle will work fine with the choke off until it gets good and hot, and then it will act "boggy" with uneven idle and poor throttle response. Hot, humid weather will make lean behave better and rich worse.

I would think any overheat safety would shut it down completely.
