Found this at Goodwill of all places. Looks like it's from at least the late 90's.

Those older Fram filters were made before they improved their quality control.

They are what gave the name a bad reputation.
 
At 00:15 of that video, [censored] are we looking at? All I see are most particles passing by.

No, Fram Core filters are a Walmart only filter used in their TLC, not usually found in the wild.

They are a e-core style center cage filter, equal to or maybe just a step below the regular [censored]. I think some sizes are metal center tube and end caps.

Mostly correct. They are the same as the Fram EG, but with a different texture on the can.
