I currently have close to 4400 miles on my oil change in my truck i filled it with mobil 1 10w30 hm at 4129 miles i had to add 1/2 qt to bring it up to the full mark. Do they produce a oil that will clean up the interior of the engine to help stop this consumption i have not seen any leaks or smoke.
Perhaps this is normal for a 1996 4.3 vortec with 233,000 miles to use a little oil.

All modern engine oils that meet current specifications have cleaning properties. Considering the motor's age, as long as it isn't excessively consuming oil, I wouldn't worry about it.

some argue that if you cleanup an old engine too much, it may cause more leaks ... for example when you switch from dino to synthetic, They claim syn oil cleans more gunk and will result in more leaks ...

It depends on many things, More detergent and dispersant is good ofcourse if you want to make a dirty engine better, some base stocks are also natural solvents, like PAO i think is?
So probably the best bet for cleaning would be a high SAPS full synthetic.

I want to be a bit more gentle at cleaning, so i am using a 15W-40 Conventional HDEO in my 88 Escort, which seems to slowly but surely be cleaning things up.
