F-22 was never considered for sales outside the US due to much secret technology. I guess they could make a "dumbed down" version, but since the program was cancelled many yeas ago it's a moot point now.
I think initially in the 90's it was because Japan had lost US defense technology regarding subs? Now, the tech transfer isn't the issue, the expense of reopening a line where some of the tooling is lost apparently would be extremely difficult. The Raptors avionics are also based largely on late 90's computer tech and would need updating. If anything, it would be possible that the F-22J might have been more advanced than the USAF one...
