The eBay cutters are $45 or so. Can't be that bad.
You could rent (from big box auto parts store) or buy a chain-style "exhaust" pipe cutter. and just put your oil filter in a vise. Should make a nice clean cut.

FWIW last time I used it I think I figured it out: I pop the oil filter into my bench mounted vice, then put the cutter on top and spin it around. Bit of a pain but got me the leverage required to cut the can.
