How to fix swollen deckwood

I've got a friend who has a wooden deck thats attached to a house.
Where you open the front door,the wood is swollen ad your only open to open the front door partially,so need ideas on how to fix this,

See if you could take it off the bottom instead of the top to hide the repair.
 
How much needs taken off? Sand a small amount, plane a larger amount. Shorten the deck if there would be too little wood remaining. Once it's done you need to SEAL that wood so it doesn't get worse or rot away... could already be too late and needs new wood but then seal that new wood.

Wood didn't swell, the posts on the front of the deck lifted. The right fix is to lower the front of the deck a bit to account for the uplift from the frost.
