ID this old tool

I hope this doesn't sound like a dumb questions but what is that arm for resting against the wheel, is it to help keep the correct angle of what ever your sharpening?
 
That's an old school wheel grinder. My grandfather had one with a wire wheel on it. Pretty sure you can change the "bits."

Think it's from the early 1960's.

I think it's a safety stop of some kind. I used one when I was really little and I remember it having some kind of thing that would stop the wheel unless you flipped it up.

Its an old electric motor with a small grinding wheel attached. I can't really see the base but they do things like that to put on a lathe to act like a cylindrical grinder of sorts, so it could be for that as well.
