How important is it to match-up bypass relief valve psi spec to OEM oil filter?

I would think any good Engineer whould ensure the oil pump was designed to be able to run a very long time in pressure relief without damage.
 
Correct. The problem is created if the valve opens at a higher pressure than indicated or at all.

In that case it's a faulty pressure relief valve, therefore an abnormal operating condition, so anything could go wrong in that case.
