Sydney residential tower evacuated. Fear of collapse.

Is the area subject to earthquakes? or is this just evidence of shoddy civil engineering / or cruddy concrete foundation?

Lots of buildings will lean slightly, once the settling is done the leaning stops.

It's too early to say what happened. A sudden failure of a key structural component is one early theory. Residents said they heard a loud snap. People in the area are hearing sounds as well. The building was constructed over a old drainage pond. A lot of engineers will be going over the place to determine what happened. I'm sure the blame game will be fierce and long lasting.
 
As the damage seems to be on the 10th floor, most likley a structural issue, rather than foundation issue. However, depending on how the building was engineered, foundation settlement can also be the source.
 
Earlier this week all but 51 units were allowed back in to their homes. That until yesterday Australia time when everyone was told to get out. A ten day long building inspection will get underway. Some reports told that residents had a 30 minute warning before being told to leave again. The handling of this is not boosting confidence.
