I think other than the API starburst ksch means it meets those specs as noted in THEIR literature but has no real certs to prove it does.
I think that is the jist of it.

"SPECIFICATION LEVEL" as they note is not saying it has certs or approvals

No, that appears to be all weasel-wording. It definitely does not have the MB approvals nor the VW ones. I don't have a current BMW list but it isn't listed on the one I do have. And what's with the way the grade is printed? That's not correct for an SAE grade.

I have lost all respect for these unethical companies that try and fool people with their approvals and certs (or lack of them).

Didn't mean to insult but sales and promotions are usually for oil that are screaming deals. Any odd brand oil that goes on sale should be cheaper than Supertech to really be seen as deal to blast to the world.

I'm thinking like Royal Purple or M1 AP selling for <25/jug or PP, M1, castol, etc selling at <$20 with or without rebate.

Less major brands/labels like DG, Rural King, Milesyn, Amazon etc are good oils as long as they have the proper certs but need to be cheaper than ST to move the needle for me to go through any trouble to hunt for them.

Just my opinion.

Another odd thing is that it doesn't appear on the most recent list of dexos licensed oils either. That might be an old picture however.
