Lando Norris would be an obvious answer but Zak Brown suggested a rookie may not be in the cards considering how rapidly they need to catch up given the sh_t car they made this year (and likely last year too, making Honda look worse than it was). They may be stuck with VAN.
This means Gasly will definitely get promoted to RB which leaves the Toro Rosso seat vacant, perhaps Kivyat?
I think Kvyat is tied to Ferrari right now, but I don't know if that extends beyond the 2018 season. How everything works out in the end will be interesting, having to see what Force India and then Williams do with lineups.
I think it has been a while that F1 has more seat (singular) than drivers.
As long as something totally unexpected doesn't happen to Force India, things should be fine, I hope.

Well, they did lose their constructor points and probably will lose their seat at the Strategy Group. They sure as heck won't be getting Force India's prize money from last year's championship points total.
