Is machine bushing same as washer?

So I was in need of few washers for one of my motorcycle, one was WASHER (20X31.5X2)and other one WASHER, SPECIAL (18MM).

Went to my local hardware store and bought a M20 washer to take care of Washer(20X31.5X2), but couldn't find a thin 18mm one, so I got a machine bushing which is 19mm, instead of 18mm but fits perfectly fine.

Question is, does it matter if machine bushing is used instead of a washer and is 1mm going to make any difference?

IMO,No one can really tell the answer from your information.

Bushings are designed to be softer than the surrounding metals, where washers take up slack or distribute the load from a fastener.

Machine bushings are a type of shim and are harder than a regular washer.
I don’t know your application so I can’t comment if it will work.
