Do poly bushings need to be torqued loaded?

I've been trying to figure out how to torque lower control arm bushings with the suspension loaded (clearance issues), but do polyurethane bushings even need to be torqued with the suspension loaded?
 
It shouldn't need to since the lubed urethane bushing rides on the inner sleeve instead of the sleeve being bonded to the rubber bushing.

That said, what do the instructions say?
 
?. If they are just a static bushing in with a sleeve through the middle why would they need to be torqued in any position, there is no bonding to the shell hence not stress on the material.

 
Torquing that with the weight of the car on it, off it, upside down, right side up or on its back isn't going to make a lick of difference. No bonded to metal material = no stress or tearing that simple.
 
I've changed the bushings this Saturday, I torqued the pivot arm off the car. Surprisingly this one (driver side) was easy to pivot after torqueing, I remember having to loosen the nut to move it (under the car though) when installing the passenger side.
