100% of the time. I can be in the back seat of even a 15 passenger van and the seat belt will be utilized.

i looked up the fed law on seat belts. " title 49. U.S. code chapter 301. jan 1, 1968 " but the states law varied from state to state. but i remember it different. as i was helping dad in stall them as early as 1957. NON-OEM. but dad kept up on the law all along. i remember it like this. the feds was after O.E.M to put them in early 60s. and chrysler did put anchors ,only, in the frame 61-63 about. i remember dad bought a 64 Dodge 880 that had belts in from the factory. if your info is more correct ill be good with that.
i have a lady friend with a small car. she at curb, parked , engine on, seat belt on, air con on. a car came flying out of a parking lot. hit her at all most 30MPH in the front. air bags did NOT deploy. she on had small bruises. so if you are just setting there you STILL need a belt.
