This is my cousins scooter, Someone tried to steal and hotwire it.
She found it on its side with the front panel opened up and the ignition broken apart.

The back of the ignition where the key turns a plastic part that lines up with the contact was cracked.
It was missing a tab so the electrical contact wasn't being made.

I was able to get it running by putting a small piece of wire around the black part, bringing it together.

I think she could just buy the black part and replace it? Not sure it is sold separately.

Genuine scooter wants $86 for a complete ignition with keys.

Tape the switch together, then use a hose clamp?
