Accompanied by pages of endorsements from people who lost hoses, forgot drain plugs, confused oil and gasoline, etc.

Smells like weird mineral oil to me.

It doesn't even have enough phosphorous to make any difference, let alone any other significant additive.

Edit: It does have a low phosphoric acid component since the calcium is there to counteract the acidity. It appears someone dropped some phosphoric acid and a little bit of calcium into a 40 weight oil and is making wild claims.

Any postings on the web of their MSDS, not that it would show anything significant?

Nothing online but I did send a request.

Of particular interest were the numerous pictures of customer vehicles. These were the same customers who provided testimonials used on the printed material.

I guess this guy put over 300K miles on his rig after adding IXL, and now it doesn't use any gas!:
