Touching up powder coat?

I have a front bumper that is starting to rust. What would be a good product to touch it up? It's not bad enough to blast and respray. I'm thinking something I could brush on?
 
What color? Not bad enough may be relative to color and products that could be used.

First thought would be to treat with something to convert it to phosphate, then use cold zinc and/or paint.
 
Powder is difficult to just perform "touch up" I attempted many times when I owned my own coating shop. You can get close with enamels and lacquers but you have to be very careful because they will soften the powder coat even when cured. Its a delicate procedure for sure.
 
It's black, so I'm thinking an oil based enamel from Rustoleum. Would it be safe to say a brush on would have less solvents than a aerosol?
