Interesting trend in current interpretation of regulations regarding the small refiners'exemption and renewable fuels blending. Now it appears to apply on a per facility basis rather than a per company basis. If this interpretation had applied earlier, the two refineries in Hawaii would likely still be owned by Andeavor and Chevron.
