Oil filter gasket vs. valve cover gasket

Why is it that when you install a screw-on oil filter they tell you to lube the gasket with oil, and when you install a valve cover gasket they tell you the gasket surface has to be free from oil?
 
Be use the filter seal needs oil to lube the seal as it’s scrubbing against the oil filter sealing area while it’s turning to be tightened.
The valve cover gasket doesn’t need oil because it being tightened down in one direction
 
Where is there more friction?

When a dog simply sits down or when he drags his butt across the floor?
 
Why does the valve cover need to be clean of oil if the filter seals with oil on it?

Lets say we don't need to apply any silicone when replacing it. Which they generally don't at the factory anyways.

Oil filter is torqued somewhat tighter.
