What is the purpose of these Springs?

Working on a JD LX280. Changing fluids, belts, blades, etc. I noticed these springs just sort of dangling about the deck hanging brackets. They must have some purpose. Any ideas?

 
Does the bolt even have a purpose?

Is the bolt a stop of some sort that compresses?

The spring is there so the bolt doesn't vibrate out.

The bolt is there to support the spring.
 
I love that explanation, and at cursory glances of such equipment over the years, that's as good as any.

Trav, I just got this mower for the church. Changing belt, filters, blades, etc. As I was putting deck back on I noticed the springs and they about as useless as a ...
 
It appears to me that the bolt is a shoulder bolt so it soesn't compress the spring. I also think that the spring is incorrectly installed. Its purpose is to keep some tension on item #23 bell-crank. Ed
