I went with the MaxiDiag Elite, a litlte above your range, but you might find an open box or closeout somewhere. Can do all systems on newer BMW Mercedes etc.

Usually, this type of tool is specific to a certain mfg? like Toyota or GM or Honda, etc.

Well for Mountaineer, there's Forscan which is free. You just need an ELM327 adapter. Only works on Ford cars.

Not sure about Jeep, but there's lots of options out there, icarsoft is another one.

Sometimes it goes on sale. I bought one on a lightning deal at $93 and have used it on Honda and Volvo.
