The same, or lower on the top.

The bottom thermostat drives normal operation. It will only switch over to the upper if nearly all the hot water has been used. It is to quickly heat some water in the top of the tank.

I would say the same. Somewhere between 120-125 degrees per what I have read.

I believe the top controlls..if its temp is reached it sends current to the bottom. I could be wrong.

Yes the top thermostat and element has priority. After the top of the tank is hot enough, the bottom thermostat is enabled. But the top only comes on during initial startup or after someone rapidly uses all the hot water.
