They were peddling their wares in the '90s through the power industry.
 
I have a bottle that I found while cleaning out a garage. Never used it in anything just kept it as a souvenir.

Totally orsome stuff I was told...I heard of someone driving around with no water in the cooling system. Bestest ever...so I was told. It's possible I tried a free sample, but I think putting 300ml of oil in the engine would've been a better choice.

So it's a chlorinated hydrocarbon additive...they do really well in the usual one armed bandit tests, but cause corrosion when they break down in engines...just like the hydrochloric acid that they warn the firefighters about.
