I just found these videos on YouTube

Interesting. About 40 years ago there was a very affluent area of London (UK) where the residents seemed to park wherever they wanted. They did not pay or care about tickets. Wheel clamps and towing was expensive.
The solution was to paste a cheap adhesive paper sticker over their windshield that was a real pain to remove.

It worked better than any parking ticket.

That is what the parking authority in Philadelphia Pa should do.

Their youtube vids are totally worth a watch, they never back down from some pretty crazy people who threaten them with weapons. One vid I watched they were threatened with a gun and they still acted tough.
