Why are junkyard wheels on ebay sold without tire?

I'm looking for a full-size spare for a late-model Hyundai, so I started browsing on eBay for takeoff wheels. But none of them include the tire. Why not?

It seems stupid not to include the tire, especially when in many cases the wheels are still on the car.Why do they insist on removing the tire? Will it really kill them to include the whole wheel/tire assembly?
 
Expensive to ship with extra weight and larger size.

They can also sell the tire separately and make more money on 2 transactions rather than 1.
 
Shipping is high on tires when you aren't Tire Rack. Also they can sell the tires on their own, or maybe the tire wasn't in a saleable condition. Or they don't want the liability of selling a used tire.
 
You try a local, late model salvage yard?
Are you wanting to do a 5 tire rotation? I don't know what you drive, but you can get a new steel wheel reasonably priced steel wheel from the TireRack.
 
Does the rim pattern have to match the four on the car? You should have lots of options if you don't care about aesthetics.
