What tool is used on this fastener?

I am trying to repair a Kenmore Elite front-load washer. The drum is two plastic halves clamped together with about two dozen metal clamps as seen in my attached picture. What tool removes and installs these? If it's just a hand tool it will need to open the jaws when the handles are squeezed, as opposed to the typical action of pliers and such when the jaws are closed as the handles are squeezed. I don't want to fiddle around with using a less than ideal tool. Thanks!

Looks like a job for C-clip pliers. Do a Google image search.

They're basically pliers with little tips that go into holes just like those on c-clips. As you compress the pliers it spreads the c-clip or in this case the clamp.

They sell them with various spacings at rest.

A flat tipped screwdriver..... more tools if you are a wimp.
