How Are Loppers Measured ?

Is that image correct ? I'm trying to determine the correct part number for my loppers so that I can order parts. All it says on the lopper blades is "Sandvik P 16 Made In France." If I measure the handles like in the above image, I get about 18.5 inches. If I measure from the very tip of the blades to the very end of the handles, I get about 23.25 inches. My loppers are probably either a Bahco P16-40, P16-50, or a P16-60. Not sure which. Thanks.
 
A 50 pack of buffers? Are you taking care of a pruning crew?

It appears Bahco only has 2 part numbers for buffers and the difference is hardness. Handle length and model doesn’t matter.
