Is the NOACK for the MaxLife HM 10W-30 known?
I believe the 5W-30 variety was tested to 10.9 NOACK by PQIA.

Prolly in the same range. However, this should not be much of an issue unless your engine runs hot ...

Yeah, it appears so as of February 2017
I heard from my friend's friend's cousin's uncle that Valvoline still uses some percentage of Safety Kleen re-refined base oils to blend some of their products, even after the NextGen went south. Is it true?

That's very sketchy to say the least. Ashland I understand buys their base stocks and additive packages also
Safety Kleen makes tons of motor oil as they use the collected motor oils and re refine from there

Yes Valvoline Full Synthetic with MaxLife 10W30 has a Noack of 6.3%, it's a nice drop.
