I need to refreshen some of the interior pieces on a 25 year old car that have faded from the sun and age. Like the 3rd brake light housing, a replacement door handle, and some scratches in other areas.

Of course, I will clean and lightly sand the surfaces before spraying.

Is there any type of paint, or brand that would be preferred for spraying the plastic? I was going to go down to the local home improvement big box store to get a close color match (blue) in a $6 can of Rustoleum but thought I'd double check first, since I want to get it right the first time.

I've never done it, but I would spring for a plastic/vinyl/automotive specific spray paint. There's a bunch online at Amazon. I think it's a little more flexible and can probably handle the usage a little better.

Also, this came up in my google search, using a heat gun to bring the plastic back to life, kind of cool! Some of the comments say that it doesn't last long though. Maybe if you heat gunned it, then applied a lot of detailing chemicals, it would keep for longer?

You want a product called ColorBond. It is designed for automotive plastics and vinyl. I have used it multiple times and it works great, does not peel with heat or chip with rough contact. It is also offered in many OEM colors. I did a center console a year ago and it still looks like the day I painted it despite the heat and wear.
