HOW to PREP this window for paint?

Standard 1999's wood cased window. Peeling paint, some "greying" wood beneath flaking paint. Not wet or rotted.

Certain sand paper followed by certain rinse, then primer paint?

Id strip as much as I could, in one of many ways, then wipe down with linseed oil and mineral spirits mix. When dry, Id prime with long oil or regular oil primer with mineral spirits blended in. Benjamin Moore fresh start primer would be my pick.

Then finish with good latex paint.

But I'm not a pro.
