Toyota wants:
Part: $312
Labor: $167

I'd rather let my personal mechanic do this but I need to know. 1)Is there a best ABS speed sensor?
2) Rock Auto, Amazon, Autozone....where to order for best price
3) Need to replace both, or is one just fine?
4) Any other advice would be welcome

Find a Denso since it is a Toyota? or whatever OE is?
Sometimes, it is just dirty.
I think you can replace just one, this is NOT tires.

What year is the car?

What JM said. Use a Denso sensor. How do you know that particular sensor is bad?

Have never seen a "dirty" sensor.

To the OP, yes, absolutely can replace just the one bad sensor.

+1 Make sure rust flakes from the shield haven't loaded the magnet. I have used them all from OE to the cheapest thing they had at Napa, all worked fine and lasted so I cant recommend any one brand as being better than the others.
I have one car running around with an 8 something or another from Napa in it that cost $9, its 3 yrs old and runs only in NE winters.

On the Volvos I have owned and read about on forums, the notched, signal making ring can fatigue and simply break.
Sometimes they stay put even though they're broken. The sensor is good in these scenarios.

Just sayin'...check the ring as well.
