1993 Ford E350 Temperature Blend Door

I am not getting any cool air out of the front vents with temp set on cool and selector on vent or A/C. I am getting heat. The A/C compressor is cycling on and off around 26psi and 46psi. The truck has a rear A/C unit and it is blowing cool air. So I assume the A/C is working but the blend door is somehow stuck on heat.

Does anybody know how to access the blend door mechanism? Is it vacuum or electronic? Is it accessed through the engine compartment or under the dash passenger side? Should I remove the control from the middle of the dash and check it? (The valve that closes off outside air for max A/C is actuated by vacuum and appears to be working as I can see it actuate and verify vacuum to the motor.)

Any help would be appreciated.
 
Do you have a blend motor?

I had the same issue on a 2001 Ford Windstar, and after pulling the radio out (10 seconds) it was maybe a 5 minute job after that.
