Oil drain bolt is rounded off

If you have room, and as a last resort, try using a relatively large screwdriver, or long smaller tip chisel and a hammer to drive on the base rim of the filter (upwards as you described from your picture). I had to do that to remove an oil filter on an old Mopar 318. I tried driving a screwdriver thru the body of the filter, and use the screwdriver as a handle to rotate the filter, but all I managed to do was shear the filter body off.
