Simple green 50/50. Test in a hidden area first.
 
These are guesses.

1) Rub with dry paper towels (I don't think that will work but it's a start)
2) Try denatured alcohol on an inconspicuous spot
3) Try ammonia
4) Try Soilax

Worst case-cover the dash with black cloth and wait for the Armor-All to seep all the way in?

Maybe chasing it with a lower luster penetrant will help.
 
Buy the low gloss version and re - do the surface - might have to do twice but you would with anything else recommended here ...
 
That's why I use leather conditioner on all my interior surfaces. I hate that fake glossy shine,leather conditioner makes it look rich and nourished,plus I like the smell. The old school Lexol worked really good as an interior detailer,I'm not sure about the new current formula.

I tried a little Gain dish washing liquid on a paper towel followed by a wipe down with Windex.
The problem is that ever since I wiped the dash with an Armor All cloth wipe the wind shield keeps getting a film on it that is almost impossible to get rid of.
This is a non smokers car.
Its a 2010 Elantra.
Was there a problem with their dash boards degassing?
The car gets a lot of direct sunlight on the dash.
 
Clean interior with any all purpose cleaner diluted to the proper ratio. Armor all seems to off gas from dash. I like chemical guys Silk Shine or VRP for interior. Apply, let penetrate, then buff off any excess. No greasy feel or fake shine.
