I recently used the free version of OST2: http://www.ost2.com/ost-pst-solutions-comparison.aspx

However, you need to have access to the Outlook instance that is currently connected to your OST file for this to work. If you don't, then the free version will not work. You would have to purchase their Enterprise version then.

I have used the paid version of OST2 converter and it worked as advertised. There are no free versions that I know of. I did a pretty exhaustive search before I just paid up.
