Maybe I am misunderstanding the question, but aren't Rotella T6 and Mobil 1 turbo diesel both synthetic diesel oils?

I don't think I've seen a C3 rated lube that's not full synthetic!

If you are talking HDEO, mineral 15w40 is dominant but Delvac 1 5w40, Penrite Enviro 10w40 and Castrol Vecton 10w40 are all full syn.

In the HDEO market it aint so important
to be "syntetic", performance and cost is what counts...

Of course, provided one can get the viscosities one needs. A 15w-40 conventional can meet some very stringent specifications and is very cost effective. It isn't particularly useful when it's -40 outside, though, unless you take other precautions. In the PCMO world, however, more run of the mill viscosities are available in conventional and synthetic (i.e. 5w-30 is readily available in either form, whereas a 0w-40 is another matter).

Certainly, but it's best to get 15w-40 out of the oil pan of diesel engines in such temperatures. Generally speaking, though, when it comes to gassers, carbed engines will occasionally start when it's really not in their best interests to do so. I've had plenty of vehicles that would start rather easily in -40 temperatures, and in such cases, it would pay to have a suitable viscosity in the pan - i.e. not 15w-40 or worse.

That is why those of us with commercial heavy diesels use block and oil pan heaters. Starts like a warm summer day even in minus territory. Even on my gassers when I lived in Alaska, we used block and oil pan heaters. Oil pan heaters are so cheap for what they deliver, and don't use much power at all. I am surprised more folks don't use them instead of playing "what if" games with oils in cold weather.

I have used them and still use them. That doesn't mean one shouldn't choose viscosity appropriately though, either.

I have not seen an oil for sale that isn't specced for diesel and petrol engines that I can remember.

Even cheap mineral oils are A3/B3 (Acea)

ACEA light duty specs (A,B) usually if not always go hand in hand. ACEA C can of course be used for either petrol or diesel too. ACEA heavy duty, API and JASO diesel spec oils dont usually have hand in hand petrol specs.

I haven't seen any fully synthetic oils solely sold for diesel.
Just some which are for petrol and diesel.

I wanted a diesel fully synthetic to clean out the inside of the motor (since from what I understand diesel oils have more cleaning agents)

That's what you want to use - dual rated oils. You do NOT want to be using a diesel-only oil, since most of those, particularly in your part of the world, will have no gasoline approval and will be completely different from a normal CJ-4 type diesel lube. You don't want to be using a diesel only CF-2, CF type lube in a gasser or "normal" diesel. This is the type of lube you definitely want to avoid. I haven't seen such an oil in synthetic only, either. Maybe Doug or Charlie have, but I certainly haven't.

If you want a sensible synthetic HDEO, I'd stick with a proper dual rated one from Shell, Chevron, Castrol, or Mobil.

You might not be able to get Motorcraft HDEO in Australia, but it does say CJ-4 only, and says "Don't use in gasoline engines with catalytic converters."

However, the second part is only a concern if the engine has an oil burning problem, or is covered by a special warranty.

The oil is very similar from other ConocoPhillips oils that are rated CJ-4/SM.

If you want a synthetic HDEO, having something that says CJ-4/SM is fine.

If Ford says it’s a concern I would not risk it. Nothing has changed since the Garden of Eden in this respect, if the OEM says do this, who is leading the temptation to do otherwise and with what guarantee ?

Yep is all risk based I know but this thinking still makes me shiver as to why.

I wonder what the situation is with Ford in Australia. Only North American arms of automakers seem to have this absolute terror about HDEOs.

Oils that are ACEA E6 and E9 (almost the same as CJ4) are usually also petrol rated due to ash limits of 1.0%. Likewise ACEA E7 (corresponding sometimes to CI4+) are also usually petrol related due to ash contents mostly <1.5%.
OTOH ACEA E4 oils have a limit of 2.0% and actual ash levels in the 1.6-1.9% range and aren't petrol rated.
Very few E4 oils are sold in the US, I get mine via Mobil marine distributor. In Australia I know one can get Shell Rimula R6M which is E4/E7, 228.5, EO-M+, and is "synthetic" (very likely Grp. III), ash = 1.9%. It has no petrol rating. Most E4/MB228.5 oils are claimed to be synthetic and are only diesel rated.

mobil delvac1 le5w30 & shell t6 0w40 are likely to cover whatever is demanded of it ,not sure about the t6 0w40 since it is a relatively new formulation but the delvac1 I mention definitely will be good where ever you are!
