Four stroke OPE (mowers, pressure washers, tillers, etc.)may or may not have a lever labeled Throttle. Sometimes it's a pic of a rabbit and turtle. Regardless, it's simply a governor preload adjustment. When the "throttle" is moved,spring tension is increased or decreased to increase or decreased governed engine speed. It's not connected to the throttle butterfly directly. If you've ever heard a push mower in the neighborhood with a misadusted or broken governor exhibiting the high RPM wail of impending death, THAT's what WOT sounds like on a four stroke.
We can learn a lot from each other, if we just listen.
