It's amazing to me how often things divert off topic on this site.

Everyone take a breath...

Four stroke OPE (mowers, pressure washers, tillers, etc.)may or may not have a lever labeled Throttle. Sometimes it's a pic of a rabbit and turtle. Regardless, it's simply a governor preload adjustment. When the "throttle" is moved,spring tension is increased or decreased to increase or decreased governed engine speed. It's not connected to the throttle butterfly directly. If you've ever heard a push mower in the neighborhood with a misadusted or broken governor exhibiting the high RPM wail of impending death, THAT's what WOT sounds like on a four stroke.
We can learn a lot from each other, if we just listen.
 
Hokiefyd and chestand are right on target with they're explanations. WOT and top GOVERNED speed are completely different! Not related to OPE but have you ever heard a rev limiter kick in?
 
This is my sixth year with my Troy bilt 4 cycle. Waiting for a new gas tank since it has a leak. Weed eating I use the low setting and for clean up I use high setting.
