Pretty much yes... they are all trackable .
Like 5-20 oil, there are not cars and people piling up on the side of the road from the effects.

I actually see this as a benefit in most cases. Lost children, crime control, etc.

All phones are trackable by the tower as long as you turn it on. I think it has to be for E911 to work. In the future if I remember right, the mandate require GPS on all phones so it will be even more precise than what the towers can determine from signal strength.
