Somebody left a nearly new green Timberline LTD GT bike in the "free area" of my apartment complex. Looks like the front wheel was easily coming off, other than that, nearly new. Worth taking and fixing?

like most people, they probably don't know how to operate the quick release hub.
most any non-dept store bike is worth fixing if you can do the work yourself. lots of good bikes get thrown away because they have flat tires.

It's certainly worth taking. Even if all you do is donate it to a charity. Take a look at the components. If the component set is a quality set and the bike size fits your body, and you need a bike, it's probably worth cleaning up. If the components are cheap, I'd personally just re-connect the front wheel, make sure the bike is safe, and donate it to Goodwill or other similar charity of your choice.
