If it's rated for a certain weight then I'm sure it'll hold.
They're not very complicated tools. I doubt there's too many
stories about these things collapsing under load. Most cases
probably due to people placing them in the wrong spot. I
bought cheap chinese ones at BJs years ago and ain't afraid to
use them. I do place tires under for extra piece of mind. I'd
do that whether the stands were U.S. or chinese made.

Are 3 ton jack stands rated at 3 ton each stand or are they 1.5 ton each?

I believe 3 tons for the pair. If you want made in USA stands these are the way to go:

Forgot to add do not pay full price for the HF stuff, get a 20% off coupon and wait for a sale.

defektes is correct in this case. The Hein Werners are rated per pair, as stated in their owner's manual:

"Rated capacity is per pair" http://www.shinnfuamerica.com/Temp/708.PDF

However, other companies sometimes rate their jack stands
individually, such as with US Jacks: "Rated capacity is PER Stand" http://www.usjack.com/catalog/Page%2010.pdf

IMO, the higher rated US Jack stands look "cheesier" to the eye and it is difficult for me to believe that they have twice the capacity..... 3 tons vs. 1.5 tons.
