What does ' Initial Fill ' mean?

Amsoil website application guide for my car says:
Automatic Transmission, 4T45E Initial Fill..........6.9 quartsAutomatic Transmission, 4T65E Initial Fill..........7.4 quartsAutomatic Transmission, Total Fill
4 speed 4T45E..........13.0 quarts
4 speed 4T65E..........13.0 quarts

Does the Initial Fill mean drop the pan, drain the fluid and replace the filter?

Initial fill means the amount of fluid to fill a completely dry tranmission. Like after a complete rebuild.

I believe initial fill is the proper fluid amount for a pan drop.

Total fill should be the entire fluid capacity needed for a full rebuild.

It is counter intuitive, imo. I would say that the "initial fill" is the FIRST fill from empty. It's poorly assigned nomenclature.

When any engine or trans or rear/transaxle was "initially filled" ..it got the most fluid that it ever needed.
