Will you fixed it or not

I just inspected the Jetta after I removed the front bumper and notice this what appears to be grounding points but not sure.

If you saw this will you repair it or leave alone car is running fine. The bolt and nut are more than rusty, assuming this is a grounding contact point below the cars battery.

To fixed it, I will remove the bolt and nut, clean all the wire terminals. Reattach everything and cover the wole thing w/ liquid taper and call it done.

Yes I would clean it up and put something to slow down the rust. Maybe coat it with dielectric grease.
I wonder if the dielectric grease will work better than the liquid tape. Overtime, the tape will seal better than the grease but not really sure.
