What to use for bumper scuff mark

I would start with a cleaner wax, then move to a product like Scratch X if you don't have any results with the cleaner wax. I'm pretty confident that Scratch X will do the trick.

You're just trying to gently remove something without damaging your own paint.

It could take some elbow grease, but start with the least aggressive approach possible and then stage yourself into more aggressive methods if results aren't satisfactory.

I use a product called M-1 Tough Job Remover. I call it DEFCON ONE because it will remove almost anything. It's got xylene and benzene, but it sure does the job.

I would try any or all of these before I started with a paint polish. Usually a little bit of chemical interaction will remove paint transfer.
 
Will some solvents not start melting the fiberglass bumper? I understand that you aren't soaking the bumper but still something that needs attention.

If the bumper is painted and glossy, the solvents won't hurt it. If the bumper is unpainted textured plastic, most of these solutions will not work anyway.
