If you're looking to replace it, you'll be looking for something called sil-pad. Insulates the transistor/component from the heatsink and provides thermal conductivity. That looks like a paper material as opposed to silicone, but if replacing, use the silicone type material.

A mica insulator would likely work well also. A little dielectric grease on each side of the mica will transfer heat.
