They are selling to a different market that has different cars on the road, Europe especially has just too many car manufacturers specific requirements and therefore require different additive packages.

It is getting to the stage where only the larger oil companies can afford to develop all the different blends.

You are accepting gossip that one specific make and model of oil is exactly the same as another make and model. In this case it has come unstuck.

Buy the oil that meets the spec of your car on the tin, simple eh!

They are very different oils despite having the same viscosity. The Pennzoil Platinum meets VW 505.01 specifically for PD diesels without diesel particulate filters. 505.01 oils are generally considered mid-SAPS oils. The Shell Helix is a VW 504.00/507.00 low SAPS oil for later model diesels with DPFs.
