Pronto air filter for 99 Jeep Wrangler

I feel kinda dumb asking this but I need clarification.

I bought a Pronto air filter for my friends 99 Wrangler. I opened it up and it has a foam covering over the bottom of the filter. I wish I could upload a pic but I will try to describe.

On the bottom of the filter there is a foam layer glued to filter (not just one or two glues spots but many) The foam layer is about half an inch thick. It fits in the airbox ok but I just wanted to make sure this is normal since I have not seen this before.

I initially thought I had to take it off but it is really glued on there. I thought maybe the manufacturer added the foam piece to make it fit better in the box it was packed in? Just seems weird. Any input appreciated.

Thanks, I have never seen a filter like this. I bet it does a very good job filtering.

Well, if you want one I bought it at Rockauto.com and it was $3.77. I thought it was a great deal.
